Whenever NASCAR issues a penalty to the teams, the team owner has the right to appeal that penalty.

After they were issued a penalty on July 14 after a weekend of racing at Kentucky Speedway; Tony Clements – the owner of the Xfinity Series number 51 car – filed an appeal.

The number 51 car is driven by Tony Clements son Jeremy.

Initially NASCAR ruled that Clements violated the “non-compliance with essential personnel/team event roster rules.” The violations were related to the new Covid-19 safety protocols in relation to the team rosters.

The team was fined $10,000 for the violation.

Ater Clements appealed the ruling, the National Motorsports Appeals Panel – a three person review board – upheld the ruling by NASCAR.

Clements has the option of making one final appeal the decision to the National Motorsports Final Appeals Officer.
